Korean KCC Certification for information and communication
equipment is implemented based on Article 33 of the
"Telecommunications Basic Act" and Article
46 and 57 of the "Radio Waves Act" For equipment
specified in Article 3 of the "Regulation for Certification
of Information and Communication Equipment", should
be certified and affixed with the required label in
order to manufacture, import or sell.
The purpose of information and
communication equipment regulations is:
- Wire line terminal equipment: To protect the communication
network as well as consumers from electrical and mechanical
hazards
- Radio equipment: To promote efficient use of the
resource in wireless communication and to maintain
radio frequency order through improving the quality
and reliability of the equipment.
- EMC: to protect the domestic electromagnetic wave
environment by minimizing harm to human life and property
that is caused by electromagnetic interference or
susceptibility.
According to Article 48 of
the "Telecommunications Basic Act" or Article
84 of the "Radio Waves Act", the Following Penalties
can be sentenced for Violation:
A person who manufactures or imports equipment without
obtaining Type official approval, Type registration
or EMC registration, may be sentenced to imprisonment
of less than 3 years or fined up to US$ 30,000.00
A person who manufactures, sells, or imports equipments
subject to Type approval without certification, may
be sentenced to imprisonment of less than 3 years or
fined up to US$ 30,000.00
Certification for information and communication equipment

If there is no problem, the "certificate of information
and communications equipment" as below is issued
and announced through the official gazette. If there is
a problem, the reasons and results are notified to the
applicant in writing.
There is no expiration date for the certificate. Therefore,
the certificate remains valid unless cancelled by the
applicant.

content
For certified products, the following contents are announced
in the official gazette of the Radio Research Laboratory.
However, for Type official approval or Type registration:
If the equipment, as notified by Korea Communications Commission, is to be used by the end user. (Now,
Mobile subscription radio telephone devices and Radio
equipment for Personal communications service, which
is imported, is only applied above by notice), the announcement
is not made.
- Types of certification

1. Design Model

2. Display of certification
A. The size of a design model can be adjusted flexibly
by a fixed ratio depending on the size of approved apparatus
B. The approval indication can be manufactured in an
appropriate method of raised index/sticker or print,
depending on the materials of apparatus. However, for
small products, such as a modular type connector, for
which it is difficult to indicate approval, only an
approval year and serial numbers can be indicated.
C. In the case of EMC registration, (A) should be added
for business use equipment or (B) shall be added for
home use equipment at the end of an approval number.
D. Certificate holder¡¯s trade name and code, equipment
name (model No.), manufactured date, manufacturer/country
and should be indicated on the package or the users
manual.

¡Ø Remark
1. The entire digit should be of alphabets and numbers.
But ¡®-¡® may used be for product code.
2. Product code should have the model name and model
number in it and can be composed of total 14 digits
of alphabets, numbers and ¡®-¡®.
Ex) In case the applicant code is A12 and the model
name is CDEF-7650, the approval number will be A12-CDEF-7650.
- Marking position
- Certification label must be permanently affixed
to the equipment in the place to be seen easily. In
case of equipment like telephone of that weight is
light and that is not fixed or building-in, it can
be on the bottom. But for equipment that is heavy,
fixed or building-in type, the label should be seen
after installed.
- In case of equipment which is consists of systems,
certification label should be affixed for the entire
component related with technical standard.
Examples for PABX or Key telephone system, that is
like in the following.
- Devices that needs certification label: Devices
related with call/network control, main unit used
in PSTN or leased line, exclusive telephone, DSS
consol, line repeater, connection device between
systems, attendant consol, universal consol, etc.
- Device that doesn't need certification mark:
Devices can not be directly connected to network
and is not related with technical standard.
For example, door-phone, UPS, access charge management
device, typewriter, billing devices etc.
- In case that equipment hasn't enclosure in itself
like card modem, certification label should indicated
at suitable place of equipment itself
